Even now we still have to ask the question: can we let this character be tournament-standard if he isn't also offered as DLC on day 1?

Assuming he is not sold as DLC initially, or is a timed release, there will be people such as myself who have zero way to get this character once we've bought the game post-release.

It will basically be a limited-version of Kratos until he is made widely available. It would be unreasonable to allow a character in tournament play that other people who bought a new copy of the game still might be unable to have.

You pre-order the game and you get a code to redeem to download the unlock code for him. If you don't pre-order him, he will likely become a downloadable character at a later time (possibly) and you pay a separate fee to purchase him. So, it's always in someone's best interest to pre-order the game as you get the bonus at no extra cost versus buying it separately at a later time.
