There needs to be a stage similar to Khans throne room, but with Superman chilling with krypto.
Maybe a stage hazard that you can sick him on the opponent mid combo.
Honestly Static makes a lot of sense if you want to make money.
He is quite likely the most prominent black superhero in DC due to his cartoon show. There hadn't been an ethnic hero show before Static and his show was pretty good. He was a hero to a lot of folks growing up and his face sells a lot to folks due to this.
Power set for Static is pretty great for this game. Trash can lid float could be a pretty great gimmick that lets him temporarily enter a state where lows won't work and he gains some Superman like air mobility. This on anyone with strong projectile zoning means that they have a gimmick that lets them go full on runaway sniper forcing you to AA or jump in limiting your approach. A fairly unique game strategy to say the least.
His "super charge" ability is interesting in comics and the show and seems to let him just sort of augment things a lot. Another possible gimmick for him if you decide he should buff his specials and speed with it somehow.
He's an energy user and he floats metal. Tons of telekinetic style antics in his power usage.This speaks heavily of projectile based attacks while giving you enough design leeway to have him pseudo-telekinetically lift metal objects with his power to create hazards or traps to shut off portions of the screen. Someone who could sling from behind him trash cans or something could be useful because they could create their own stage weapons or stage hazard zones. Yet ANOTHER gimmick ability opportunity to choose from.
Overall, he is just a standout guy in terms of drawing in large crowds that aren't potentially being tapped by someone else already. Static starred in his own show and he was a legend to folks growing up for being a black teenage superhero that was cool and who wasn't spending the whole show acting like some kind of insulting stereotype to pander to his target demographic. That meant a lot to folks I know who were fans of him that didn't have any heroes to connect to in comics growing up. There just isn't any other black super hero who has ever front manned his own series. They were always just some dude on a team no matter how good they were. Static was the only guy who ever got to be the star and it felt great and including him would be like throwing a holiday for the folks who lost their only real hero for years until he recently got added to the main DC canon.
Add him for the casual audience money. His name is worth a lot. Add him for the opportunities he presents to the gameplay. Add him because tackling the storyline of a young black kid with power trying to figure out whats right and whats wrong in the story of Injustice would be DAMNED compelling. No matter what he did the guy would feel like a screw up and watching that kind of doubt play out with the overwhelming responsibility to act and choose correctly would be amazing. It would also feel like coming back into the shoes of the character since he often walked that line of trying to figure out how to use his powers responsibly and who was right or wrong on his own show. It'd be great on a lot of levels.
there are a BUNCH of characters id rather have in injustice than static (black lightning, mr. terrific, steel...) that being said if he made it in over them id be ok with it he'd definitely be a really fun character to play as
