Ok. I was kind of confused on the top 16 thing. So, there will be a online tournament down to top 16........and the top 16 will compete in person?

From what they said, it sounds like the Top 16 from each region compete online, and then at the end of the season the Top 8 in the CIS region have an in-person final, followed by the Global Finals where the Top 16 worldwide will be flown out to compete in person.

But the details were a tiny bit murky, so I'll wait for more clarification.

Yes. CIS has a live season finals to determine their 2nd spot.
NA and EU remaining Global Finals spots are determined by Mid-Season Showdown (online) and season points.
