I mean obviously nobody as the game should be as balanced as possible but for shits and giggles (plus some heavy heavy bias) I'd say Scorpion. He's always been mid to low tier and is the literal poster boy (not to mention my main and all time fav video game character sooo yeah bias, lol). Also the big boss himself Emperor Shao Kahn obviously must be broken as shit, lol.

I hope Kronika is a top tier similiarly to how Shinnok was in MKX. Makes sense to me that the damn final boss of the game would be a strong character.
