Its just an interpretation. For instance I don't use words like op to separate things from broken. I just consider things a certain level of broken really lol. For instance, I think Mileena is broken. Not because there's any particular aspect about her that's broken but just because she can do everything and she has no real weakness.
Sonya on the other hand has her grenades that are broken. Hold 50/50 after 50/50 and if you try to do something she wins the trade for a full combo into a free reload.
Another example, Summoner Quan. Do I need to talk about pre patch Quan.
Finally the great, almight, Edenian goddess. Tanya (again I don't need to go in depth)
Four different examples imo:
1. No particular aspect
2. Aspect of the character
3. Character but still had a weakness
4. Overall character, even her tools were broken.
And I'm sure you could find other examples that differ from those. All it is to me is different levels of broken
