Teleport 3 to have enough hit advantage to allow 44 follow up from any height.
F23 to be safer since there is already a gap.

As far as hat trick buffs, maybe just a few reduced frames on startup to make a few trap placements slightly plus.

Spinning without hat would be tight

The most important thing all his normals, strings should be the the same in all variations. Bi-Han should have fast armor breaking normals like Kang's b1, with the help of his shadow(Saibot), remember in MK9, he had some normals and strings , but unfortunately they are all was garbage, Noob was garbage.
For example you press f12 and Bi-han with fast Shadow punches breaks cassie's 6 frame armor.

And also Bi-Han should have normals and strings with ice weapon: ice hammer, ice scythe e.t.c.

First important thing all whiffs, bugs, hitbox issues needs to be fixed (fuck you female characters)
Who needs buffs
Sub Zero, Kenshi, Raiden, Kung Lao, Scorpion, Johnny Cage, Kano, Liu Kang, Kotal Kahn, Erron Black, Reptile, Ermac, Kung Jin, Jason, Shinnok, Predator, Goro. I dont know what exaxtly needs most of those characters but they def needs buffs. I say only who I play.

better hitbox on ice burst
7 frame regular slide and 6 frame ex slide
ice clone freezing blocking opponent (ice clone now stay on block)
ice clone absorb all projectiles (even bumerang projectails(Kung Lao s ex hat-a-rang, jin s ex chacram, kitana s ex glave e.t.c. and ice clone absorb even interactables)
and stupid ugly bitch dvora with her stupid long range normals, lit bitch jacqui shotgun not ignore ice clone anymore, just make this matchups 5-5 atleast pls
