ok, I think I finally see what you're driving at but I have to disagree on a basic level.

stopping my opponent's game is my game, in all match ups.

I joked with REO about a very similar idea at Project Injustice where I said to him sarcastically "Damn, I can't use all my character's tools all the time? bad match up."

Just because a character can't play "their game" doesn't mean things are going bad for them ESPECIALLY if they are successfully shutting down KF's one dimensional-ness in the process.

But now look back to where she is on my list, top 8 character even with all the negative things I have to say about her she's incredibly dangerous and not to be taken lightly but does have legitimate limitations that can be exploited.

Yeah, but how does she end up below them when she beats or goes even with basically every top character you listed? Has this ever been explained? Or do you think she doesn't win some of these MU's?

I would agree she beats aquaman because he can't push her back and has to rely on his longer range normals which are helpful but ultimately can't contain her, 4-6

I feel she loses to GL and BA, and probably goes even with Supes and Batman.

I believe she also loses to hawkgirl, Nightwing, Grundy, and possibly batgirl giving her 5-6 losing MUs as opposed to the top tier who don't have more than 1-2 losing MU's, if that.

If you played her you probably wouldn't think she lost a lot of those MU's. I could see Hawkgirl being bad because that MU is annoying right now (although I haven't really lost a lot to many it is annoying) and definitely Black Adam... but I believe that Grundy/Batman/Nightwing could be 5-5's or 6-4 Frost, GL seems like a solid 5-5, and I think she beats Superman 6-4. I actually co-main Batgirl and I feel the MU is 5-5.

My opinion is that she could sit anywhere from 2-5, not outside of that.

That's exactly what you sound like right now not having played the best frost , the only one who truly breaks her as i Did w Kenshi and you best take my advice you will get donkey wrecked as the kitana up players did when they thought CD beating teef and Blackula as well as 16 bit beating Tolkeen was the definition of the MU and character

To make a chart, you have to hold at least some form of knowledge about the characters you are rating, so the question is simple.
