i did more looking up just in case it not zatanna this is what i found the cars had a remember named todd rundgren okay batzaro had a bat symbol but it upside-down now i don't want to get hopes up but and said it red hood but you may never know until my guess is still zatanna

I don't really think it's Zatanna based on the fact we need a villain to even it out. Although one could argue Scorpion is a villain on the hero side so it doesn't matter which side they're on.

Anyway, just speculation.
