I think many of you are working way to hard to contort this clue into it being about the character you want. The clue itself is "The Cars". There are way too many hit songs these guys have had that you can assess so many different characters he could be pointing to. We can sit here and come up with all sorts of crazy assumptions and weird crafty cryptic messages he is sending. Unfortunately I don't honestly thik he was trying to really throw such a strange cryptic clue at you all, most of you are just insanely overthinking the whole thing. So, we need to use actual logic and reasoning combined with evidence that helps to a large degree, decypher his message.
Lets 1st look at NRS' past DLC habits, thus far every set of 4 DLC characters has included one female character, MK9 had Skarlet and IGAU had Batgirl, For IGAU the 2nd character was a female.
During the beginning of the game's life after release there was apoll for which female should be put in, Batgirl was dead last and Power Girl was the winner of said poll, but after the 4 had been released and Batgirl was the one included there was new poll put in place for who we would want to see next in the game, which seeing how Zatanna was the one to get more votes than PG did, it is safe to assess that the previous poll is now null and to be discarded. Zatanna came in 2nd in the poll.
Now lets look at this clue!!! There is the clue simply only "The Cars" is referenced, which can lead really close to being a reference to the band The Cars and then an inclusion of the NBC video, but Boon has been known to us this clip before upon handing out hints and clues, therfore this video can be disregarded most likely. If the video is to be taken in consideration PG may likely be the on he speaks of, buut it is unlikely since considering his history of using the video. Yes we can assume it is a cryptic play on words with the band's name and the Star being ahuge prominent visual in the video, therfore linking the name Karen Starr is not too far off, but again the video has a rainbow and a peacock(bird) included as well which can also speculate Star Saphire and Starfire as well as Black Canary. Again its a little too cryptic.
With more reference on the Cars clue though yes Todd was caught stealling the batmobile's tires, so yes it is safe to assess that Red Hood is coming, but given the amount of Batman characters and how insanely cryptic this coclusion is , it is very unlikely the case.
Now the meat and potatos of this stupidly long post, The Cars are well known for their hit song Magic and likely this is the hint right there since it really the one song song of their's that sticks out and Zatanna was the 2nd place winner of the recent poll, as much as I would like PG to be in the game I unfortuantely must concede and say. The clue's answer is most likely Zatanna, if not her it may even be Dr. Fate, but the ladder is way to out of left field.
