or

2. He alters the timeline and tons of people get screwed, but overall he stops shao kahn from becoming an all powerful being.

how exactly did he not accomplish his ONLY goal of saving Earthrealm? He did. It was never about him keeping certain people alive, it was about not letting earthrealm be conquered and destroyed.

Although Raiden may only partly agree with you because although he knows he saved Earthrealm from a future of death, the prices he paid to do so will forever leave a burden of guilt upon his mind.

Raiden's goal was to protect Earthrealm at all costs, and that's what he did. But he made many mistakes and in the end he lost a lot of friends. Raiden is a flawed god which makes him pretty compelling.

Raiden's job and mandate is to protect ALL of Earthrealm, not just a chosen few. You also must realize that a lot less people died in Raiden's modified reality than in the Armageddon reality. Fate has a way of balancing things.
