I hatelove this game
The fist move of its kind in a NRS game, the rekka is most famous from Fei Long in Street Fighter. This move is built to be a mind game. It has great range, its easily hit confirmable into a full combo, and has delay options that change its frame data.
This guide talks about a few things.

Tanya's meter building tactics and chip damage (more in depth than the video)
To build 1 bar:
17 specials whiff or hit (all specials are the same...no exceptions)
16 blocked normals (same with normals)
8 blocked specials (same here too)
Ex moves on hit build no bar whatsoever.
Chip damage:
112 - 2.25%
11u4 - 2.75%
B12+4 - 2.75%
F1 - 1.75%
Ex df2 - 3.51%
Df2 df1 df2 - 4.63%
Alright...so lets look at her mid screen bnbs
1 bar launcher into knockdown:
B12+4 df2 df1 df2 ex jk tele njp b12+4 df2 df1 df2 for 37%
*6 specials (6/17 x 100 = 35.3% of a bar built)
1 bar standing reset:
B12+4 ex df1 jip b12+4 df2 df1 for 30% and +10
*2 specials (2/17 x 100 = 11.7% of a bar built)
Block strings after this that are guaranteed are 112, 11u4, and b12+4. If we were to do simply b12+4 df2df1df2 it would yield us an extra 7.78% which compensates for the damage lost not going for the launcher combo which normally does 37%. It also builds much more bar
3 blocked normals - 18.75%
3 blocked specials - 37.5%
The Bnb now becomes
1 bar standing reset:
B12+4 ex df1 jip b12+4 df2 df1 (chip) b12+4 df2df1df2 for 30% + 7.78% ~ 38%
*2 specials 11.7%
*3 blocked normals - 18.75%
*3 blocked specials - 37.5%
Total bar built = 67.95 ~ 68%
Conclusion:
The standing reset Bnb does the same or more damage (if you can make them guess tele cancels and block more it's even better) and builds twice the bar.
