That's what I was starting to think as well, that the "7 skins + 7 gear sets" means the 7 gear sets are tailor-made to fit those exact skins. Though of course you're free to mix-and-match them however you like with the rest of your collection.
But then I looked at Kano's Brazilian skin.
Compare the face plate and the heart, they're identical.
So a few things are possible here. Theory rant incoming.
Maybe the Brazilian skin is only showing the SKIN, with the complementary gear pieces taken off and replaced by defaults. Seems like an odd decision to advertise a new skin by basically removing half of the skin, but I guess it's possible. Orrr maayybe some of the special skins don't actually have complementary gear pieces. Which itself leads to two possibilities -- if this Kano skin is one of the 7 you get with the Premium Edition, then that means some gear sets might be completely separate and not made with a particular skin in mind. Or if this skin is NOT one of the 7, then... that makes more sense, it's "just" a skin with no gear. Although Skarlet's is also a country-exclusive, and obviously DOES come with complementary gear.
So, hmm.
In all I'm kinda left with more questions than when I started trying to figure this out.
