Anyhow, if Magic: the Gathering is any indication, a good meta-balance would lead to a prediction-based meta near the end of the scene's life: i.e., where knowing the meta you're gonna play is more important than choosing a top-tier deck/character. A bad meta-balance does not need prediction because there is nothing to predict: win as the best character, or lose as the rest.
Does IGAU have that meta-balance? To an extent, yes, but it would be a lot better with a more robust universal system.
