Kuma is a literal Bear in Tekken. Poison Ivy doesnt really engage in Hand-to-hand combat and she is in the game. and besides this game, Grodd is a telepath who doesnt need to use his strength to fight The Flash.
Yep, The "ground zero" comic is just a retelling of what happens in the First Injustice game. Along with a little more story sprinkled in.
By that logic, Poison Ivy shouldn't be in the game.

Your right about that. The only way around that I can see is to make her plants fight for her. Maybe like a Zoner. Plants come up from under you. I read someone saying that scarecrow could have a Command grab that gassed your opponent, thats really clever. Cant think of much else though.

Still gives him barely enough for a good moveset that's not pulled out of no where like Possessed and Dualist. If this were virtua fighter or some other bland FG crane style might be enough, but I2??? Let's add Commissioner Gordon and Oracle while we're at it.
But also give me Anton Arcane (one of Swamp Thing's villains, so good)

He just absolute fucking evil incarnate. He is the polar opposite of Swamp Thing. Perfect antithesis to him (he's his Joker)
