His design is supposed to not be fair, he's on the complete ends of the scale when it comes to defense and offense.

He should be changed somehow somehow, but carefully.

Grandmaster SZ does 50% meterless in the corner as well. Seeing as how Quan has to set this up and trades the pseudo unblockable to do it, I don't see this being an issue. Especially if the execution is high.

Thinking about it, Erron Black can deal this kind of meterless corner damage as well. Setting up caltrops, hitting a combo and ending with stab probably does around half life when the bleeding stops. I'm surprised no one is worried about that.

Maybe because GM Sub is a bad MU for Cage? Quan Chi is broke, Sub is not.
