Overreacting to Balance Patches....

I know software development. I know games development and project handling of said endeavor. A patch submission to XBL costs about 40'000$. This fee does compel publishers and developers to minimize the amount of such submissions. And it works. That's one of the main reasons why NRS now bundles patches with their new DLC. So, balance patches and fixes coming with the official release of DLC is not some nefarious plan. It's just about the money.

The Microsoft certification process for DLC and patches takes anywhere from two weeks (rare) to three months. Usually it is around one month. This means the DLC for Scorpion was probably submitted months ago and the internal testing was most likely very basic at that time. During those weeks of certification the internal testing at NRS continued and the devs realized that the character needs to be normalized or adjusted. So they adjusted it and submitted it to be released at the same time as the DLC itself. The supposed idea was that Scorpion should have been like that from Day 1. Due to scheduling conflicts, obscure internal processes or maybe even a misunderstanding the Scorpion DLC and the fix were released out of sync.

TLDR. It is almost impossible that Scorpion was released and based on the reaction a fix was created to be released one week later. The Microsoft certification process doesn't allow ANYTHING to be done this fast. The fixes were most likely created before Scorpion was even released.
