Indeed, it does however require a toolset capable of keeping your opponent out, she can run-away and turtle well, but that is not zoning.
Fair enough, we shall agree to disagree. If "zoning" means "keeping your opponent out and away completely", then you're 100% correct, unless the opponent is a Grundy or Bane. I have kept poor Grundy players away from me for the duration of a few games, but aside from those two matchups (You won't keep DD out) her zoning tools aren't meant for repeated pressure and keeping the opponent out. That would be silly, she's clearly a rush-down character what with her 41% meterless, airdash, mobility, ect.
They're basically pokes designed for anti-zoning. Raw lasso is great if you're near the corner as it leads to a free crossover f3 and is safe. Tiara can be MB on the ground for a full combo or thrown in any direction, shield bash is ungodly safe and reaches far. Shield stance in general just forces the opponent to come to you if you have the life lead, shutting down all zoning. Bracelets can parry projectiles. And don't you dare tell me that her b2 isn't part of her zoning game. Don't forget Demi-goddess's might, which allows her to completely control the air. (And the ground if you can consistently insta-air it). Considering that I use it mostly to punish air projectiles or interactables. I think that all of these moves allow her to "control the screen", which is what I personally define "zoning" as.
Regardless, as you've stated she is nonetheless a contender for "most versatile". I'm not going to sit here and try to argue that she has the best zoning game, because you're right. She doesn't. But she still has one, among EVERYTHING else she has. And having the tools to completely shut down/contend with a zoning characters doesn't mean that character has "good zoning", right? Scorpion, right?
In closing, the statement "she can't zone" is far too harsh and doesn't do her toolset justice, IMO
