I'm sure it's a bug, but you can MB Batgirl's bola without a bar of meter, it does however take whatever meter you have away, but you don't actually need a full bar.

But when she lands a hit..doesn't it grant another sliver of meter to just use it again? Or is there still a minimum amount needed?

yeah 1 hit equals meter, so that's some meter, so that means another MB

I think there is a thing called diminishing returns. You can't use lanterns might 50 times in a combo can you? Can you use this 50 times in a combo?

NRS. Removes ability of some strings to do same damage on block as on hit, adds ability to do MB moves without having a bar.

You can't include more than 1 Bola in a combo, so the uses are limited. Really all it boils down to is an extra 6%ish when you have no more meter.
