Quite a few characters have that problem, actually. Bolas are, on paper, total crap beyond their awesome reward. But the threat of that vortex, combined with her other tools, means that taking a risk to try and get her when she tries it just isn't worth it.

Though Joker's Bang! on reaction could work, if you have lightning fast reflexes.

bang on reaction will only make you hit her as she throws it out and hit you on your recovery. she then has time to tele.
