Kombat pack not working on PSN

I've restored all licenses.
I've deactivated and reactivated as my primary ps4.
I've logged out and back in of psn.
I've completely shut down and restarted the system.
Still no tsung anywhere. Not in PS store. Not in add-ons when the game is highlighted in my menu.
WTF.

Did you submit a ticket to sony or NRS or post anywhere official or just rage?
