Go to your PS4 menu, and hover over MK11. Press down to go to the game info. Then scroll down to the store section and you should find your add-ons. He’ll be marked as “free” for you.
When I do that it only shows The Cage skin and Shao Kahn. Shang isnt even on there. I bought the Kombat Pack yesterday.
Hmm weird. Maybe it didn’t register yet due to the timing. Try to go to your PSN account settings and do a “restore licenses”.
Nah man, for me it's only showing the skins in psn store, then giving me error wc-40355-7 when I try and download and hovering over the add-ons from the xmb doesn't show him or any new dlc. Just your content being shao and mime, then currency. 7 times total.

Try deleting the game an redownloading it. Im currently doing this, Ill let you know if it works.

this works! just search shang and it should be called "Shang Tsung - Kombat Pack Version"
