If I say I decided to quit smoking, it means I ACKNOWLEDGE that it was bad and stupid for me to smoke in the first place. I think NRS is hesitant to put DLC skins on DLC characters because it immediately lessens the chances of a sale.
They will have DLC skins once the game is finished, to sell the final editions / final pack.
I think it's possible. A trailer isn't "here are the characters" it's "here are the characters you can expect to drip feed out in the next four-six months."
They can use sound effects to bait your pre-order money!
