some ppl say 1900 CET some say 10a-12pm PST could be anything really, but based on the fact theres absolutly nothing about it on steam at all, no steam annoucements or anything it could be possible that there was a huge mixup and we all got really excited over nothing :-/

This is when the steam store automatically updates, which would make sense. Check back in 2 and a half hours, folks!

No MK9's release date for PC is not delayed, Steam doesn't update their store until mid-day when they are in the office. Give it time folks.
