The thing about queens is they are usually queens of specific things.

Meaning one person being the queen of one thing doesn't mean another can't be the queen of something completely different.

Sindel is the queen of Edenia and for less than a day, the Queen of Outworld. In the comics Sheeva was made the Queen of the Shokan.
