It depends on what you mean by sexualized. They aren't wearing speedos but both Jax and Liu Kang have very exaggerated body features and are both shirtless a majority of the time(JC too). I agree the female characters are more sexualized but lets not be totally biased here.
Either way what is the point of bringing up MK9 when we have already seen the female characters for MKX? D'vorah, Cassie, and Kitana are all fairly clothed and have realistic proportions, so what is the point in bringing up NRS past mistakes?

Not at all, it's the reason it's passable. But we know the reason behind that on meta level and it's herd to ignore, and besides, we also know how "practical" those clothes and hairstyles would be in combat. Your original issue was that the design of the women in mk9 put women off of fighting games, so given that there are women that enjoy them doesn't wash with that. As far as "being designed for men by men," I don't know the makeup of the mk9 team, but id have to ask so what? There's the argument that MK already excludes a lot of people simply by its genre (FGs being FGs) and premise (bloody and gory 1 on 1 combat).
