It;s actually a pretty organized way of uniting people who want a character. Why would you be against people trying to create a petition? It;s not like anyone is forcing you to vote. It;s why people go on sites and forums of their favourite games, to find other people whi share their interests.

Oh Kombat Pack 1 is for sure already chosen and we gonna get a trailer in April.

But there is little doubt that there is gonna be more DLC and that usually isnt set in stone yet.

Tremor was teased in the Vita version of MK9, just like Tanya was teased in MK9 in the Kahn's Arena stage.

The DLC for MKX would have been locked in long before that petition was even created. Tremor and Tanya were clearly already characters NRS was thinking about potentially bringing back.
