As the opponent crosses to the other side and you character flips around press d1. Offline it is easy, online however is a diffrent story.

You can't hit-confirm single hits in MK9 unless you're Kabal so he probably just throws it out there.

The first time he used it as a counter-poke. He blocked Kabal's D3 and counterpoked with F4~GG. The second time he did it he just threw it out there, potentially because he may have noticed his opponent stand blocking. It's definitely not a hit-confirm though, since it isn't possible.

It's all about the frames -- if you miss with it it recovers extremely quickly, and if blocked you're still at neutral and can continue to pressure. So it's useful in mixing up your pressure/blockstrings to catch people off-guard, and that's what Tyrant sometimes does.

Regarding the f4 ex GG, the first two times that happens it's a punish; first to punish a blocked point-blank ground saw, and then to punish an accidental point blank grounded gas blast.
