I use a 60fps capture card to count the frames.

Also you can clearly see that the hit advantage is different because if you do low plasma at jump range, you can do f2 and your opponent cannot get out of it.

But if you do close low plasma then f2, he can backdash or armor it.
and youre 100% sure youre not missing the actual timing by a few frames?

There is a small chance that I am off by 1 frame, it might be +25 or +27 but when I test something with my elgato card it is like 99% accurate.

I am 100% sure that close low plasma is not +31 on hit.

A video is worth a thousand words I guess. I'm not missing the timing. I'm pressing f2 exactly 33 frames after the db3b and that's the earliest frame that you can press a button.

She backdashes just as I'm about to hit her because there is a 4 frame gap.
