I think the whole vampire look(fright night is a good example) was inspiration partially but also if anything the Joker's scar cut but honestly in some ways, the main reason they did the cut in the cheek was to give her lips and show her vicious teeth on the side(her tarkatan side) while being sexy, plus it's more practical as she can talk more properly with lips. I actually liked her MKX design upgrade a lot.

The original mileena is just a scary faced kitana that eats people. I wouldn't put it past nrs to have researched this, mind. But the original concept wasn't so refined.
