Hahaha I don't know about that. I think Scorpion is pretty down there when compared to the rest of the cast. Just look at his tools. Neutral on hit d+4, negative on hit d+3, buggy armored moves, insanely unsafe 50/50 mixup?

The fact that Slips makes Scorpion LOOK like he's not a bad character is the hallmark of a truly great player.
