I think the person who is tackling Baraka is D'Vorah-- a new D'Vorah costume, from the looks of it. After Baraka is tackled off that ledge, the tackler flutters away with wings.

It also looked like D'Vorah had antennae on the back of her head--or it could be some member of her insect-like race. Either way, noticing the little details.

If Baraka shows up multiple times throughout the story and is wearing different costumes there may be a very slight chance he is playable. If he is, he is literally the only character that is one of my favorites and would be a day 1 main for me.
