Well that is coz he is the character they push most, unlike Marvel who is more diverse in "character pusing"
They tried Green Lantern and to be fair most of Marvel's books are Avengers,X-Men or Spider Man related.

Yes there are 7 Batman characters, but so what? Batman has a large number of very popular and currently relevant characters. Batman has: Batman, Nightwing, Joker, Harley, Bane, Catwoman, and now Batgirl. Sure, with Batgirl you could maybe make a case that a different character deserved the slot. But the other SIX Batman characters obviously had to be in the game. You couldn't take out a single one of them without making everyone that bought the game say "wtf?"People don't understand the part of having 7 Bat Characters -not to hate on any of them - My current main is unexpectedly a Bat character herself (Harley).
But still having 7 characters from just 1 hero of the game is too much...
And I love how the Batman won the battle arena against Superman (proof of his overratedness)- when in the story of the game Batman even the 2 Batmans don't/can't do shit against Regime Supes so they call another Supes (now that is more believable).

Harley and Bane are both more popular to the general public, therefore more marketable for the game. Sure there are a lot of die hard comic book fans that love Martian Manhunter, but EVERYONE knows Harley and Bane. Putting him in over either of those two just wouldn't have made sense.
