Hey, so as you can see in the video, when Erron black uses standing block vs Scorpion's 21, he can poke out of next 214, or just crouch without 2(which is high) hitting him. But if he ducks while blocking, he will get jailed into 214 if he stops blocking, even tho he will be in ducking state...
