So like for example, cyborgs power fist cant be meter burned on block. But the move list in game shows the block adv as 0. canary's soaring knee has the same thing mb shows -22 on block but can only be mb on hit.

depends how u look at it, if he can make it to at least mid screen, over head and jumping low arrows seem good, and mb slide being safe is amazing as well. Probably best for him to try and shut down the zone, instead of trying to out-zone players.
it sounds really theoretical, but i find actively throwing down a teleport ability randomly does help, alot of times deoending on where you throw it down, it give you much farther advance after blocking projectiles than dashing does.
Not sure if you've noticed but if times correctly half of the moves in the entire game can anti air, all the hurt boxes and hit boxes are pretty big and extended
