I've made a list of characters that I think will be in injustice 2. I gathered information from the injustice 2 shirts, Ed boons tweets, the comic flashpoint, and the community's overwhelming support for certain characters to be in the game. When they revealed gameplay for injustice 2 there was 28 character slots so I'm going to list 28 characters. Injustice will be released fairly close to MKX so I think with nrs being busy there will be around 8 to 12 new characters. Making the other 18 to 22 returning characters or characters with relatively close movesets. I'm not an expert in the DC universe, hell I knew little to nothing months ago. So for the last couple of months I've been learning about it to give you guys a good list.
Returning characters:
1) Superman: confirmed
2) Batman: confirmed
3) aquaman: confirmed
4) flash: cinematic trailer
5) Wonder Woman: was finishing up list before gameplay trailer came out. That's why she isn't in front of flash
6) joker: staple/fan favorite
7) Green lantern: apart of the original 7 justice league crew
8) Martian manhunter: apart of the original 7 justice league crew. Would be number 4 on list but was dlc for injustice 1.

9) Green arrow: apart of the original 7. Edit: not apart of original 7 but plays a main role most of the time
10) Harley Quinn: injustice 2 shirt, fan favorite, suicide squad
11) lex Luther: important to justice league, maybe in future justice league movies.....After learning about lex and seeing how he was portrayed in tv shows I hated how he was in batman vs superman. Never the less I choose this picture because the movie is the reason I have him so high. Good acting job though
12) hawkgirl: one of the first female heros in DC
13) Cyborg: his movie is coming out in 2020. They may not even put him in the game because they can just promote the movie in injustice 3
14) deathstroke/ deadshot: suicide squad movie. Deadshot may just have a lot of deathstroke's moves.
This is the point in the list when I have to start making guesses on the
15) ares: if he's in Wonder Woman I expect him to be in the game if not then I'll completely take him off this list
16) doomsday: may be in a future movie

18) captain marvel/ Mary marvel: you may ask why Mary marvel well Ed boon tweeted about marvel's captain marvel And the word play may confirm a girl version of captain marvel. A long shot I know but gotta give this list a little flavor.
19) nightwing: quite frankly I never heard of the character before seeing him in injustice gods among us. There's just no mainstream content on nightwing and would prefer to see robin instead
20) batgirl: everybody seems to think she's not going to make the game. A lot of people complained about too many batman characters in injustice 1. Tbh though I think she would be back because sonicfox mained her and she's apart of the The Killing Joke story line.
New characters
21) supergirl: confirmed
22) atrocitus: confirmed.
23) gorilla grodd: confirmed
24) Doctor fate: injustice t-shirt
25) captain cold: gun seen in trailer. Hands up its a stick up!
26) Blue beetle: won the poll. Was later confirmed in gameplay trailer
27) swamp thing: why swamp thing will be in the game, if you look at the word play on Ed boons poll tweet I get the sense which ever character won the poll he was going to show first with the gameplay release of Wonder Woman
28) black canary: you guys seem to think she is confirmed because of a tweet but I'm not sold yet.
Other notable new characters I think may be in the game
Ra's al ghul: voice and pit
Static shock: demand
Booster gold: future movie with blue beetle
Darkseid: may be in future movies
Poison ivy: demand, but I don't think so because she seems like she would play too similar to swamp thing
