No, you missunderstood.
1. You will have to install your games to the hard drive / to register them.
2. You will be only able to sell the games to specific retailers.
3. Once they bought the game from you, Microsoft will know that you don't own the game anymore and lock it on your system.
4. If you don't sell the game, you will still have to log to your internet every 24 hours in order to be able to continue to play the game.
4.1 Obviously you can keep your X-Box One shut down for a couple of days, but if you then want to play again, you need an established connection.
4.2 If you don't have one, you won't be able to play - if you have one, you will.
5. If you lend the game to a friend, he will need an active internet connection on a hourly basis, because the X-Box will scan his system to check if everything is alright or some weird shit like that.
