The only other really popular villians are already in the game. Parasite and Metallo are in the prison stage, Darkseid is a stage transition, and Bizzaro literally would be a clone of Supes if he was a character (he is on a card portrait though). I'm probably forgetting some villians, but those are the ones that would have been really cool. They definitely picked Zod because he is referenced literally everywhere and known by all. "KNEEL BEFORE ZOD!!!"
Wonder Woman's is the only face they messed up. Raven is supposed to look like that and the others look fine. And Living Corpse, Zod could be different to Supes because he's actually trained in the art of kombat. Dude could do some badass kung-fu shit or something.

To a point it's understandable, because people like these two characters and WB / DC / NRS know that people would buy these skins.
I was thinking about it the other night and I imagined it had something to do with voice actors. It takes some time & money to get the right people to record for the right characters. Stephen Amell likely wasn't hard as he is currently working at WB for Arrow, so he's probably around if they need to do it and they planned that quite far in advance (at least a few months before release?). So maybe it's that? Of course they could always go just skin w/o voice but fans would probably be disappointed.

Well, he technically changes his form on the molecular level, and there have been instances like when he copied Wonder Woman right ot the DNA after phasing through her and matching her atom by atom. So technically if he copies kryptonian dna - he is superman's equal. He is obviously capable of reading minds and even gaining all of life experiences a creature he is scanning has had. Copying technology and magic that comes from spellcasting is also possible in that case. He can absorb matter into himself. And even if he isn't capable of copying some powers he can create telepathic illusions of whatever he wants, so perfect that the victim's brain will consider them a reality...So I think he could be like ShangBefore i go to work - LOL @ some people suggesting that Static would be a more unique character compared to MMH...

Both have Lightning/electricity based powers....
Martian Manhunter has almost all of Supe powers - true - but he has more than that, he has Telepathy (basically Mind Control) which could be used in so many interesting ways.
Telekinesis (which could be like the force push in Star Wars)
Phasing - like going underground and phasing near the enemi or phasing through zoning!
Shapeshifting - now for the last time he can not be shang tsung - as he can't copy powers, but he can shapeshift his hands into weapons like axe or claws or i don't know. Also his super could be him turning into a dragon and doing something like that
Oh and well he got all the Superman Powers with Martian Vision
