Originally, Doomsday was running around naked. But then writers probably decided it wasn't right. Who knows where he got those.
They're the remnants of what looked to be a prison outfit of some kind. It used to bind one of his arms behind his back before he escaped.
It really depends on which version of Doomsday they go with. If it's old school mindless murder monster Doomsday I don't really see him adding much to the story, though someone like Lex could conceivably let him loose as a last resort to get rid of Supes. If it's Doomsday after he gained sentience then they have more options for what they can do with him from a story perspective, but more than likely he'll just be used to try and kill Superman.
If I remember correctly, he has actually been spotted in the very first scene of the game, fighting Superman while everybody fight their own villains.

Didn't NRS confirm that every playable character has a chapter in story mode? Because if that's the case then the actual Doomsday will have to show at some point for his chapter.
No I meant there's some kind of war between heroes and villains in the game, and he's there.
not sure if they said everyone but they did confirm heroes and villains have chapters, but then again some of the "bad guys" are heroes
