I wouldn't look too much into it for the reasons you said.

I think i know what GL trait is
no a power boast

but Meter charge, like Cyborgs health GL charges up his Meter if this so, hopefully he can hold charge as long as he wants, it will force chars to keep pressure on him

Maybe it really is a meter charge, but after looking at the gameplay, he does stay "charged up" for a while (he glows green). This leads me to believe it might simply be something you activate that slowly fills up your meter up to like one bar, but it stops if you're hit.

Ha! I will say, Superman seems almost mute. He could at least say, I dunno, "This looks like a job for Superman" or something. Maybe that line is too corny nowadays.

It's not likely that he's not in the game, it's March, they have to make a decision on what will make ship and what will be DLC. They don't have an infinite amount of time to develop, some ideas, features get scrapped, some characters get cut, so as long as the core gameplay experience is there, they have to decide on what makes it to ship.

Most likely they didn't finish those two characters in time.
