ESL has Red Hood banned?

I was just taking a look at the ESL path to pro tournament and noticed that they have Red Hood banned, any one know why this is a thing?
At first I thought it may be because he's a newish DLC chracter but it says nothing about Sub-Zero yet if that's the case.

I believe he's banned for the first 30 days, then legal.

Correct. They probably haven't updated it yet.

All DLC characters will be banned in tournaments for 30 days after release.

Sub zero isn't mentioned likely because he was released only today and the website hasn't been updated.

Red hood was legal for the first time this past Saturday in War of the Gods.

Fair enough then! I figured it was something like that but I thought he would have been legal before a month. Don't suppose you (or anyone else) know if that's a month from the early release date or the everyone else date?

Nah I get that. But I'm saying establishing that DLC can't be used for a month before hand still seems like a pretty strong decision. That's a long time especially when in my opinion you'd want to build hype around the dlc. But I know NRS hasn't had a good history with balanced dlc so I understand
