The changes on KL and scorpion are terrible, and i'm only talking about characters i main.
Scorpion's teleport is balanced, and the point of TP cancel its to ballsy read a strong commitment which gives scorpion time to recover on TP cancel and punish accordingly.

KL Teleport is already bad, bad startup, bad tracking, useless on block, jab punishable on reaction and he adds more startups, i really think tekken master didn't wrote any of this, and if he did, he is drunk and needs to go home.

Possessed expush is fine. There are other ways to fix exdf4 other than removing its armor.

Kenjutsu is bad enough, and instead of proposing useful things to help him (like improving his bad push/expush), he is actually nerfed here removing the respect to the overhead from mid range.

Changes proposed to Balanced are in the line of nrs changes: complementary and not addressing any of Balanced's true current problems.

Lack of Cage section hurts my eyes.

Double digits for swarm queen again? No, thanks.

No, Ice Klone already has a limit of being used between the two Ice Klones in the combos. It's like asking for more nerf. Even when you use the EX Klone first you CANNOT summon a new Klone in the combos, not even to whiff.

No need for the EX Klone, because I already can use it for the RC. Just try B12xxEX IK, RUN, B12. The only problem would be the normal Klone. If they had it with less recovery frames, it would be an amazing RC, just like Unbreakable's Aura.

These would improve it a bit. It would be used for the AA stuff. When they hit low blocking SZ the Klone goes away, thus making them immune to the Klone.

I'm not going to comment on this, because I don't know how it would affect the combos, but B2 is already punishable as it is.

Full-Auto must MB DF2 to make herself safe
Then make Co-Sonya dive kick unblockable or with armor if ice clone can't disappear after hit on block. Her dive kick is her only way around his ice clone unless you back all the way to the corner and do her projectile from afar. If you do her projectile up close or mid range sub can slide and hit you or do jump 2 over the projectile.
Sub ice clone just need to disappear faster after its been put out, other than that his changes that he mentioned are shit sorry to say.

Jacqui guns can be bypassed by ducking. You just need to move forward slightly and duck each time when she uses her guns or run forward when they think you going to jump in because they might try to do up rocket. Half the time Jacqui players don't even do her BF2 so thats not even a worry when you're ducking and moving forward but you should still be cautious to block that or the ex version of the guns so you don't get hit by the rocket. Her zoning really isn't that hard to bypass so no need to make it negative.
If the character you're using has a teleport thats even easier to bypass it.

Bf2 change is also stupid. It's already unsafe, slow and super telegraphed.

I honestly can't agree with almost any of these changes, well I'll agree to making Stanky leg easier coz that's the only thing on here that makes sense..

Kenshi can do bf spirit asshole. Quan can do Rune and obviously his Warlock nonsense and I think he can fuckin MB trance from fullscreen too, Jacqui can shoot back as a punish, Shinnok BS can do scoop from basically fullscreen.
A lot of teleports can do it as well but it's pretty tight, but it becomes free if she MBs it as there's a gap and it leaves her open for longer.
There is also the plethora of crouching moves that simply tell Jacqui to fuck off and go right under such as Jin's low chakram, Mileena's low sai, LK's low fireball, Reptile's and Sub's slides, Alien's crawl, and Triborg f3 (i think?)
Midscreen-ish many more characters can punish after the duck like Kotal with overhead sword, Sektor f3, Raiden superman, Kano ball, Ermac push or superman, Lasher's low swipe, Cage and Mournful shadow kick, Jax flypunch, Naginata Tanya b2 and so on.
There's also that trades are generally not in her favor as trades usually interrupt the df2 so she doesn't get full damage and in some super shitty cases they can even convert off the trade such as Ice ball, Cyrax net, Ermac soul ball etc etc

The goro nerfs seem unessisary, he just recently became viable the last patch, he's far from being top. Yet we should nerf him back to scrap. If they remove the armor off ex stomp he won't even have a wake up for pressuring opponents unless he uses two bars basically??

A lot of what you stated aren't punishes. Only punishes comes from the low profiling projectiles and slides that not every has and the gap that not everyone can exploit. Only people that can really exploit that gap are TP characters. The whole trades with Soul Ball, Ice Ball etc. Thing is a stupid argument because the purpose of those moves are to win every trade so complaining about how you lose a soul ball trade is stupid.

Are you just trying to spread misinfo for buffs? ik you know Kenshi can't punish, Quan can't punish, Kano can't punish, Johnny can't punish, Koyal can't punish with overhead sword, Tanya can't punish with B2, Shinnok can't punish. The move is minus 10 and all those moves you said these characters can use are slower than 10 frames
