To be fair, we honestly don't know if one solitary buff will send him over the edge or not. It would greatly depend on what it is. While not necessarily within the realm of possibility, it could still happen.

Unbreakable, Dualist, Master Of Storms, Ancestral, Hat Trick, Fisticuffs, Drunken Master all NEED buffs, maybe Balanced? I don't know, havent seen him in action since the XL patch, but I swear, if Balanced ends up S tier in the next patch, there is no hope for this community. Same goes for Kitana.

Maybe, but I don't think any one single thing could push him over the edge. I mean he has a crap run, crap backdash, crap forward dash, crap mids or no mids (f1 is DB and DM is pretty good but he loses it in Bart), slow startup normals, unsafe on a lot of stuff unless we're talking db1 in DB. Gaps in his strings everywhere, no projectile apart from ex df2 in DB, very meter dependent for damage and securing his corner game. All of his armour moves are unsafe if blocked except db2 which is very slow to startup. This is all just off the top of my head. If there is a single buff that would fix all that then I'd be interested to hear it.

Sounds like he's a far cry from possibly being OP due to a single buff. =P BUT YOU NEVER KNOW.
