Agree, they're not directly associated but i think you didn't get my point... Answer me why they didnt' made Rain playable for example, new design but the same MK9 moves... he appear more in the story than Erron Black, what about a biggest story mode with a few more characters? It seems they finished this game in a hurry.
Because there is always gonne be cut content in game development, a game is never truly finished, there is always more stuff that can be polished or added, at one point or another however you have to start cutting content, you cant have everything you want in the game.
What happens is you make a scehdule for all the features you want in and whats possible for the amount of budget and time you have for a game, some things end up on the wish list and others dont, most of the time (always) you end up not being able to include everything you wanted in the game, and so Rain was cut.
