Kinda but not really. He doesn't even really use dragon type moves. Dragon ascent, eq, espeed are usually what he runs so xerneas can't switch in freely. Not to mention you can run him with a primal and it's completely legal.

If you go into your PC, do all of the pokemon you're trying to use have a little blue pentagon next to all those shapes and shit? If they don't then I think that means they're illegal and you can't bring them online.
