um, I think you are thinking of another Green Arrow, the Green Arrow you are looking for is in another castle,

and it's Characters worst move I thought, not worst string that Arrow doesn't even have. ( honestly he doesn't have b13 try it in a match as Arrow)

He gets resets with it tho. In really situational mine hits where they tech roll. But it's a legit reset and no one will see it coming. Plus swag combos when you have enough meter. Not useless imo

I don't use it for any swag combos, However I do use it (whenever I remember it) when they are low on hp and I can't reach them with a unclashable move, gets the job done. so I guess its useful in some ways, but imo still not that good compared to other moves you can do while they are caught in a mine, even to trait up is more useful

213 isn't useless. 21 has the best block cancel advantage of any of his strings. 21~trait cancel is legit against a lot of characters.

Right, he needs that move considering his 113 doesn't really work when he's coming down for a crossup or rushing down someone with trait armor, most smart people would just duck his 113 before he gets to the overhead 3 and footsie his armor away. not useless.
