In Persian Kotal means Mountain Pass. Khan is a title of respect.
So he is some sort of King or God of a mountain pass or mountains. He was inspired by Aztec gods, but the diction only lined up with Persian according to Google.

I love the new aesthetics of the game, cleaned up UI. The special meters and healthbars look so fucking sexy. Also, I didn't watch the video before i commented before but it does have the the characters in animation while you're selecting them. That shit LOOKS TIGHT!!!

I would think Raiden would have to be in the game along with Cage and Sonya. But yeah the silhouettes certainly don't point towards Raiden being there. This is all early talk though. Maybe we will learn more character-wise in the coming days.
