Go to the PSS (Player Search System), hit the button on the top middle, hit trade, trade w/someone from far away (internet), it'll save at this point, then pick whoever you want to trade with.

It's a pain in the ass...apparently you have to encounter it so many times (10 times if I heard right), then go to Azure Bay to catch it.
Yea I knew that. You have to run into twelve times then go to the sea of chambers. You can look at the pokedex to find where it is, but the hard part is when you fly to its location, its already in another town. Its like you have to find it based on random luck...12 damn times lol.
Repels make it a bit easier when you're in the area.
