SCV is still better and more balanced than any 2D fighter out there. People always bitch about balance issues and bad MU's in 2D fighters, but what do you expect when all your options are basically limited to: Footsies: Hadouken/Shoryuken/half-screen Sonya d4 or Kenshi bf2. Defensive poking: Armor/Mash d1-special attack every time you block something safe. Okizeme: Do a wake-up attack or block. Yomi/Mix-ups: Link a command low/overhead into a string with a low/overhead in it and score a launch with an unseaable/non-fuzzy guardable 50/50 and that's basically all there is to it in all 2D games. Even with invincible wake-ups and armor 2D games still manage to have corner loops and infinites. The risk/reward of all characters in 2D games is unevenly distributed, either something is launch punishable or it is safe and that's just plain stupid.
