in the older pokemon games it doesnt send a request, both players would have to add each others FC manually. I dont have X and Y but just to take a good guess, you probably would just want to add peoples FC who said they added yours.

I've added you. Once you add someone, if it doesnt show right away they've accepted you, that means they havent added you back yet. You need to just go back into friends and make sure you're connected to the internet and it'll eventually show that they've added you.

Yeah, you won't be able to until after the Elite Four.

I still haven't fought the elite four yet. My pokemons keep dying at victory road so I'm training them a bit before I take on the E4. I decided not to use the EXP share to make the game a little more challenging. I heard from people that it's way too easy if you have it on.
