1 percent/second
With the buff, 2x as much health, twice as fast:
2 percent / .5 seconds = 4 percent per second.
Although the first number may not be right, after the buff, cyborgs should be generating health 4 TIMES AS MUCH as before.
But who ever writes these has issues with spelling and probably math, I'm guessing its just 2 times as much as pre-patch.

Yeah it has a cap currently. When patched, the cap will be twice as much. Not that anyone will ever be able to reach that cap. Lets say you could only get 20% back before. Now, you will be able to get 40% back.Doesn't repair circuit currently have a limit on how long it can be active? I think they're saying he can keep it up longer, though that's not exactly going to make a huge difference. Double the regeneration rate sure will, though.

You guys are never satisfied... you want bigger and better buffs but all you would get with that shit is just another Superman.
What happens in an update/patch for SF4? Most times all you get is a better hitbox on a normal or two and a 1f speed increase on a normal. That's it and it makes ALL the difference.
